Avalon Tour of Lights aboard the Jolly Trolley Saturday The "Jolly Trolley" will cruise past the Casino and decorated Avalon homes during the Avalon Tour of Lights on Saturday, Dec, 22, from 5:30-7:30 p.m. The rides start at the Wrigley Stage for only $2 per person or $5 per family. Council OKs fuel dock design contract Blue Water Design group estimates short-term repairs will cost $5K BY CHARLES M. KELLY Avalon Mayor Bob Kennedy will sign a contract between the city and Blue Water Design Group to engineer interim repairs to the fuel dock. The City Council autho- rized the mayor to sign the contract during the agency's Tuesday, Dec. 18, meeting. According to the staff report by Chief Administrative Offi- cer Charlie Wagner, Blue Water Design Group issued a report in August recommending interim re- pairs for the fuel dock. "These repairs would provide approximately two more years of life to the fuel dock, allowing the city time to try to obtain a grant to renovate the entire dock," Wagner wrote. The estimated cost of repairs: $51,632. The cost for Blue Water's services: a minimum $8,000 and a maximum of $13,000, according to Wagner's report. "The Harbor Improvement Fund will be charged for this work," Wagner wrote. A Nov. 27 letter from Blue Wa- ter Design Group, signed by proj- ect engineer Jerry Holcomb, said the Avalon Harbor fueling ser- vices were provided from a timber wharf and a seasonal floating dock. "The timber wharf was built some 80 years ago and has undergone various repairs to maintain opera- tions," Holcomb wrote. "Currently there are many missing, dete- riorated and broken bearing piles which provide cause for additional repairs or replacements related to safety of the existing structure." "Arrangements must now be made with a general contractor to conduct the repairs recommended in that (August 2012) report," Hol- comb wrote. In the November letter, Hol- comb .said Blue Water would prepare the permit applications to the Los Angeles County Building Department. Avalon hires consultant to help wind down RDA That same night, the council au- thorized the mayor to enter into an agreement with RSG for adminis- trative services to wind down the Successor Agency to Avalon's re- development agency, .which was known as the Avalon Community Improverrtent Association. The company is paid by the hour for actual hours worked, according to Wagner. The council's decision on Tuesday, Dec. 18, will allow RSG to perform up to $50,000 in additional work. "RSG Inc has provided ad- ministrative support for all of our redevelopment needs for the past several years," Wagner wrote in his staff report to the council. "Their service in the last two years in assisting the city with redevelopment issues has been in- dispensable as we have navigated the many changes in redevelop- merit law and process." The alternative: "We would have to hire staff to perform these services," Wagner wrote. The council also: Authorized the city manager to have the LACMTA coordinate a California grant of $2.4 million to rehabilitate the Cabrillo Mole Fer- ry Terminal. The cost: $120,000, an expense that can be paid for with the grant, according to the staff report by Audra McDonald of the Planning Department. Authorized the city manager to extend the franchise agreement with Avalon Mooring and Diving Service for another five years. The agreement would also increase Avalon Mooring and Diving's rates by 9 percent "due to the dramatic increase in fuel, insurance, mate- rial and general overhead cost," Wagner wrote.
