!!!~! :i PAGE FOUR LITTLE PLAIN TALKS BY PICK The Civic Sulker There are just a few very peculiar fellows in every town. These fellows are in a class by thenlselves, and the ,'lass is small. They are the fellows who never do anything for the con> munity except live in it and make their money off of it. They never be- long to any civic organizations, never attend any comnmnity meetings or banquets, never buy tickets for any civic entertainments, never give a nickel to help along any good move- tnent, amt usually get np a quarrel with every committee that comes around. Their alibi is that they are naturally modest and shrink from the limelight, or that they can't see any use of such things. The truth of the matter is, they are selfish -- downright selfish. They want city beautification, good streets, new buildings, parks and play- grounds, more population, a larger cir- cle of trade, but they want the other fellow to do the work. They pull back like clams in their shells, trusting to Providence and the other fellow's ef- forts that sotnehow, someway business conditions will get better and the comnmnity take on a new lease of life; and when this happens, they glory in their own selfish achievement over the fact that it has not cost them a cent or an hour's community work. These are civic "sulkers."
