Subject refused instruc- tions to stop and to proceed to harbor officer to receive citation. Los Ange- les Sheriff's Department called. 5:40 a.m. -- Harbor officers an 86 Severe examined, given transported to pier for Baywatch and Rescue 6. 6:45 a.m. -- Harbor officers found skiff on west jetty.
