SOUTHERN CALIFORNIA EDISION HEREBY PROVIDES NOTICE OF ITS PROPOSED
STAGE 2 MANDATORY WATER CONSERVATION AND RATIONING ACTIVATION, REVISIONS AND
ADDITION TO ITS WATER TARIFFS, AND PUBLIC MEETING FOR SANTA CATALINA ISLAND
SOUTHERN CALIFORNIA EDISON (SCE) has requested authority from
the CALIFORNIA PUBLIC UTILITIES COMISSION (CPUC) to activate
Stage 2 Mandatory Water Conservation and Rationing (Stage 2 Activation)
for Catalina Island pursuant to SCE Catalina Water Tariffs Rule 14.1, Santa
Catalina Island Fresh Water Rationing Plan (Rule 14.1) and Schedule 14.1,
Staged Mandatory Water Conservation and Rationing (Schedule 141) The
proposed Stage 2 Activation would go into effect starting an August 11, 2014.
Additionally and pursuant to CPUC Resolution W-4976, SCE has requested
revisions and an addition to its Catalina Water tariffs. SCh will hold two
public meetings 0n Tuesday. July 22, 2014 at 10:00 a.m. and 6:00 p.m. at
Avalon School Auditorium, located at 200 Falls Canyon Road. Avalon,
CA 90704, to explain the proposed St aoje 2 Activation, requested revisions
and addition to SCE's Catalina Water tariffs, and receive public input.
SCE PROPOSES THE FOLLOWING:
f. Stage 2 Activation:
Since June 2013, Catalina Island has been in Stage 1 Mandatory Water
Conservation when Catalina's Middle Ranch Reservoir (Reservoir)level
dropped below 600 acre-feet. Stage 2 Activation must soon go into effect
for the island because the Reservoir water level is anticipated to drop below
300 acre-feet by August 11, 2014. Part of the Stage 2 Activation includes
the use of water allotments. Stage 2 Activation will require a 25percent
tductionfrem baseline water usage, which means that a customer's water
allotment during Stage 2 is 75 percent of their base water usage Customers
are responsible for monitoring their own water use to ensure that they do
not exceed their allotment. The CPUC-appreved Schedule 14.t explains the
requirements and restrictions that are part of Stage 2 (available online at

Enforcement: Exceeding Water Allotment
In order to reduce the likelihood of entering additional stages of water
rationing, SCE must emphasize that the 25% Water Usage Reduction wig he
strictly enforced.
First offense: Customer will receive a written warning on their bill.
Second offense: SCE will install a flaw-restricting device on the
customer's water service line. The device will be
removed after.a minimum 3-day period has elapsed
and upon payment of a $200 fee.
Third offense: SCE will install a flow-restricting device on the
customer's water service line. The device will be
removed until water rationing is no longer required
and upon payment of another $200 fee,
Any tampering with a flow-mstdcting device may result m fines or
discontinuation of water use at SCE's discretion pursuant to Rule 14.1, Section
C 5 and Schedule 14. I. Section F.
Enforcement: Water Use Violation Fines
Stage 1 Restrictions. which can be found in Schedule 14.1, will still be
enforced. Additionally, Stage 2 Activation requires that the watering of
outdoor landscaping vegetation by hoses or sprinkler systems shall be
limited to Tuesdays and Fridays only, during the hours of 6:00 PM to
7:00 PM Pacific Daylight Time. Watering by use of a container or bucket.
not exceeding a three-gallon capacity, will be permitted at any time on
Tuesdays and Fridays only.
Customers who violate any water use restriction will be subject to the
following fines:
First offense: Written warning
Second offense: $25
Third offense: $50
Each additional offense: $25 more than the previous fine imposed
SCE may, after one written warning, install a flow-restrictiogflevice on the
service line of any customer observed by SCE personnel to be using water for
any non-essential or unauthorized use pursuant to Rule 14.1, Section C.Z
2. Revisions and an Addition to SCE's Catalina Water Tariffs:
In compliance with CPUC Resolution W-4976, SCE needs to revise sections of
its Rule and Schedule 14.1 tariffs. The revisions include, but are not limited to,
the requirement to file a Tier 2 Advice Letter prior to activation of a particular
stage of Schedule 14.1 and the requirement to conduct a public meeting
prior to activating a mandatory rationing stage d activation of Schedule 14.1
occurs one year or more since the last public meeting. Other revisions are
being requested consistent with Resolution W-4976, the CPUC's Standard
Practice U 40-W, Procedures for Water Conservation, Rationing and Service
Connection Moratoria (U-40-W), and industry practices,
Pursuant to Findings and Conclusions Numbers 22 and 23 of Resolution
W-4976, SCC has also requested for the establishment of a new Preliminary
Statement tariff entitled, "Catalina Lost Revenue Memorandum Account"
ICLRMA) to track revenue shortfalls associated with reduced sales from
either activation of voluntary conservation measures or mandatory rationing
Consistent with U 40 W, SCE will track the ost revenue as-long as
conserva!ion measures are in effect and would request recovery of any lost
revenue tracked in the CLRMA through an advice letter
The CPUC will make a thorough investigation of SCE's request. Following the
investigation, the CPUC may grant SCE's request in whole or in part, or may
deny it It may also order SCE to change the design of Stage 2 Activation from
that described in this notice.

la COMISION DE SERVICIOS PUBLICOS DE CALIFORNIA (CPUC
por sus siglas en ingles) para activar la Fase 2 del Plan de Conservaci0n y
Racionamiento 0bligatodos del Agua (Activacibn de la Fase 2) para Catalina
Island en conformidad con la Norton 141 sobre los Tarifas de Agua de
SCE para Catalina, el Plan de Racionamiento del Agua Fresca de Catalina
Island (Norma 141) y el Esquema 141, Fuses del Plan de Conservaci0n y
Racionamiento 0bligatorios del Agua (Esquema 141}. La activacion propuesta
de la Fuse 2 entraria en vigor a paTtir de[ 11 de agosto de 2014. Adents, y do
acuerdo con la Resolucidn W-4976 de la CPUC, SOL ha solicitado revisiones
y un suplemento a sos tarifas de agua para Catalina, SCE Ilevara a eabo
dos reueiones p0bricas el martes 22 de julio de 2014 a Ins 10:00 a.m. ¥
a Ins 6:00 p.m. en el Auditorio de Avalon School, Iocalizado en 200
Falls Canyon Road, Avalon, CA 90704, para explicar la propuesta do la
activacidn de la Fuse 2. las Fevisiones solicitadas y el soplemento a los tafifas
de agua de SCE para Catalina asi como para recihir/as opiniones del pdb/ico.
SCE PROPONE LO SIGUIENTE:
1. Activacidn de la Fuse 2:
Desde junto de 2013, Catalina Island ha estado en la Fase 1 de In
Coeservacidn Obligatoria de Agua cuando el nivel de la represa Middle Ranch
de Catalina habia baiado a mends de 600 acres-pies. La Activacibn de la
Fase 2 deber entrar en vigor pronto en la isla, ya que se preve que el nivel
de agua de la represa bajar a mends de 300 acres-pies para el 11 de agosto
de 2014 Parte de la Activacibn de la Fuse 2 incluye asignaciones de agua. La
Activacion de la Fase 2 requerir una reduccidn de125par ciento respecto
al consumo de referencia, Io coal significa que la asignacidn de agua para un
usuario durante ta Fase 2 ser de175 por ciento de so consumo de agua de
referencia Los usuarios son responsables de monitorear su propio consumo
de agua para asegurarse de no sobrepasar su asignacidn El Esquema 14.1

Cumplimiento: Qud sucede si sobrepasa su asignaeidn de agua
A fin de reducir las probabilidades de activar rases adicionales del plan de
racionamiento del agua. SCE debe recalcar que la reduccibn de125% en el
consumo de agua se har cumplir de manera estricta
Primera infraccidn: El usuario recibira una advertencia por escrito en
su factura.
Segunda iefraccidn: SCE instalara un dispositivo de restriccidn del caudal
en la cafieria de agua del usuario. Este regutador sara
retirado 3 dfas ms tarde como minimo y bajo el pago
de una multa de $200
Tercera infraccibn: SCE instalar un dispositivo de restriccibn del caudal
en la cafieria de agua del asuario, el cual se retirar
solo cuando el racienamiento de agua ya no sea
necesado y bajo el pago de otra multa de $200.
Cualquier carebio mdebldo a un regulador de agua puede defivar en multas
o la mterrepcidn del servicio de agua a criteno de SCE en conformidad con la
Norma 14.1, Seceien C5 y el Esquema 14.1, Seccign /
Cumplimiento: Multas per infracciones en el consume de agua "
Las restricciones de la Fase 1, que pueden consultarse en el Esquema 141,
nun se harn cumplir Adems, la Activacidn de la Fase 2 requiere que el riego
de los jardines y piantas de exterior con mangueras o sistemas de reciadores
se limite exclusivamente a los mattes y viernes, entre las 6:00 pm. y 7:00 pro.
(horatio de verano del Pacifico). Regar con un recipiente o cubo de menus
de tres galones de capacidad est permitido solo los mattes y viernes a
cualquier hora.
Los usuarios que inffinjan cualquier restricci0n al consumo de agua estarn
sajetos a las siguientes multas:
Primera infraccibn: Advertencia por escrito
Segunda infraccidn: $25
Tercera infraccidn: $50
Por coda infrnccibn edicional: $25 ms que la multa previa
Bespues de enviar una advertenci a por escfito, SCE podffa instalar un regulador
de caudal en la eafieffa de agua de cualquier usuafie qua el personal de SCE
haya observado utilizando agua paraun usa no esencial o no autorizado en
conformidad con la Norma 14.1, Secddn C.2
2. Revisiones y suplemento a los Tarifas de Anna de SCE para Catalina:
En sumplimiento con la Resolucidn W-4976 de la CPUC, SCE necesita revisar
secciones de las tarifas de su Norton y Esquema 14.1. Las revisiones incluyen,
pero no se limitan, al requisito de presentar una Carta de Aviso Nivel 2
(Tier 2 Advice Letter) antes de activar una fuse en particular del Esquema 14.1
y al requisito de Ilevar a caho una reuni6n p0blica antes de activar una fuse
de racionamiento obligatorio sila activacidn del Esquema 14.1 ocurre un ado
o ms desde ia 6ltima reuni6n pgblica. Se estn requiriendo otras revisiones
de conformidad Con la Resoluei6n W-4976. la Frctica Normalizada U-40-W
de la CPUC, los Procedimientos para la Conservaci6n del Agua, el
Raeionamiento y Moratorias a la Conexidn del Servicio {U-40-W) y con
las pr#cticas de ia industria.
De conformidad con los Resultados y Conclusiones Nemeros 22 y 23 de la
Resolucidn W-4976, SCE tambien ha solicitado que se establezca una nueva
tadfa Preliminar al Estado de Cuenta titulada "Cuenta de Orden por Perdidas
de Ingresos en Catalina" (CLRMA por sus siglas en ingles) para monitorear el
deficit de ingresos asociado con la reduccidn de ventas, ya sea debido a la
activacidn de los medidas voluntarias de Conservacidn o a la activacibn del
raeiouamiento obligatorio. En conformidad con la U-40-W, SCE monitorear
los ingresos perdidos mientras esten en efecto las medida do conservacidn y
solicitar la recuperacidn de los ingresos perdidos monitoreados en la CLRMA
pot medic de una Carta de Aviso.
La CPUC investigar; a rondo la solicitud de SCE. Despoes de la investigaci6n
la CPUC puede aprobar total o parcialmente la solicitud de SCE o bien
puede rechazarla. Tambien puede ordenar a SeE que cambie el dise5o de la
Activacidn de la Fuse 2 de alguna forma diferente a la qua se describid en
esta notificacidn.
