PAGE TWO THE CATALINA Look it on the More for your money and the best Peppermint Chewing Sweet for any money QLI ORDINANCE NO.I~ AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE CITY OF AVALON, STATE OF CALIFORN- IA, REGULATING TRAFFIC UPON THE PUBLIC STREETS AND PUB- IdC ALLEYS OF SAID CITY AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN- CONSISTENT HEREWITH. The Board of Trustees of the City of Avalon, State of California, do or- dain as follows: SECTION 1: Whenever in this Ord- inance the following terms are used they shall have the meanings respec- tively ascribed to them in this Section; (a) Vehicle: Every device which is self propelled in, upon or by which any person or property is or may be transported or drawn upon a public street or public alley and including automobiles, motor cycles, bicycles, automobile trucks and motor propelled trucks and devices of all kinds and descriptions. (b) Person: Every natural person, firm, co-partnership, association or corporation. (c) Operator: Every person who drives, operates or is in actual physi- cal control of a vehicle upon a public street or public alley. (d) Driver: Every operator as here- in defined. (e) Public street: Every way set apart for public travel except alley ways, bridle paths and foot paths. (f) Sidewalk: That portion of a street between the curb lines and the adjacent property lines. (g) Intersection: The area embraced within the prolongation of the proper- ty lines of two or more public streets or of a public alley and a public street which join at an angle, whether or not such public street or such public alley crosses the other. (h) Cross walk: That portion of the roadway included within the prolonga- tions of the curb and property lines at public street intersections or inter- sections of public streets and public alleys. (i) Roadway: That portion of a public street between the regularly es- tablished curb lines. (j) Public alley: Every public alley way set apart or dedicated for public use or travel in the City of Avalon. SECTION 2: Any person driving a vehicle on the public streets or public alleys of the City of Avalon shall drive the same at a careful and pru- dent speed not greater than is rea- sonable and proper, having due regard to the traffic, surface and width of the street, and no person shall drive any vehicle upon a public street or public alley in said City of Avalon at such a speed as to endanger the life, limb or property of any person. SECTION 3: It shall bc lawful for the driver of a vehicle to drive the same at a speed not exceeding the following, upon any public street or public alley in the City of Avalon, State of California: (a) Fifteen miles an hour in a busi- ness district, as defined herein; (b) Twenty miles an hour in a res- idence district, as defined herein. SECTION 4: A "business district" for the purpose of this ordinance shall include the following public streets or portions of public streets within the corporate limits of the City of Avalon, State of California: (a) All of Crescent Avenue; (b) All of Suumer Avenue; (c) All of Catalina Axemle; (d) All of Ctaressa Avenue; (e) All of Descanso Avenue; (f) All of Met~opole Avenue; (g) All of \Vhittley Avenue; (h) All of Marilla Avenue; (i) All of Beacon Street. SECTION 5: A "residence district" for the purpose of this ordinance shall include all those public streets and public alleys or portions of public streets or portions of public alleys within the corporate linfits of the City of Avalon, State of California, other than hereinbefore mentioned in Sec- /ion 4 of this ordinance. SECTION 6: The driver of every vehicle in the City of Avalon, State of California, shall, when operating a. vehicle upon the public streets or pub- lic alleys of said City, cause such ve- hicle to come to a complete stop with- in a distance of five feet from the nearest line of intersection of the street or alley upon which said driver is proceeding, with any of the follow- ing named streets in said City, herein designated as boulevards: (a) Crescent Avenue; (b) Sumner Avenue; (c) Catalina Avenue ; (d) Claressa Avenue; (e) Tremont Street; (f) Clemente Avenue; (g) Beacon Street. SI~CTION 7: "The operator of a ve- hicle approaching an intersection of public streets, or an intersection of a public alley anti a lmblic street, or an intersection of a public street and a public alley in the City of Avalon, State of California, with the intention of turning thereat, shall, in turning to the right keep to the right of the center of such intersection and as closely as practicable to the right curb or edge of such street or alley, and in turning to the left at such inter- section shall pass beyond the center of such intersection, passing as close- ly as practicable "to the right thereof before turning such vehicle to the left. For the purposes of this section the center of such intersection shall mean the meeting point of the medial lines of the streets or alleys intersecting each other, whether such meeting point be invisible or indicated by a marker placed at the center of such intersection. SECTION 8: The operator of a ve- hicle emerging from an alley, drive- way or garage in the City of Avalon, State of California, shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extended across any alleyway, in said City of Avalon. SECTION 9: The operator of a ve- hicle shall not drive within any side- walk area in the City of Avalon, State of California, except at a permanent or temporary driveway. SECTION 10: It shall be unlawful for the operator of any vehicle, other than one on official business, to follow any fire apparatus traveling in re- sponse to a fire alarm closer than one block or to park any vehicle within the block where fire apparatus has stopped in answer to a fire alarm. SECTION 12: It shall be unlawful to ride a bicycle upon any sidewalk in the City of Avalon. SECTION 13: It shall be unlawful ior the operator of any bicycle or motorcycle when upon a public street or pubiie alley in said City of Avalon to carry any other person upon the bar, handle or tank of any such bi- cycle or nlotorcycle or for any person to so ride npon any such b~cycle 6r motorcycle. SECTION 14: It shall be unlawful for any person traveling upon a bi- cycle, motorcycle, or any toy vehicle to cling to or attach himself or herself or his or her vehicle to any other moving vehicle upon any roadway. SECTION 15: It shall be unlawful for the operator of a vehicle to stop such vehicle in any of the following places except when necessary to'avoid conflict with other traffic or in com- pliance with the direction of a police officer or traffic sign or signal: (a) In an intersection; (b) In a crosswalk; (c) Within fifty (50) feet of an in- tersecting roadway. SECTION 16: It shall be unlawfnl for the operator of any vehicle to park said vehicle on any public street. for a period of time longer than one (1) hour between the hours of -ne (1) O'clock A. M. and six (6) O'clock A. M. of any day. SECTION 17: The operator of a vehicle shall not stop, stand or park said vehicle in a roadway other than parallel with the curb and with the two right-hand wheels of the vehicle within one (1) foot of the regular es- tablished curb line, except that upon those streets which have been marked for angle parking, as provided in this section, vehicles shall be parked at the angle to the cnrb indicated by snch marks; and provided further that no vehicle shall be abandoned by its operator and permitted to stand or be parked in any public alley in the City of Avalon; and provided further that no operator of a vehicle shall stop, stand or park such vehicle in a road- way and abandon the same while the motor of such vehicle is running. The Board of Trustees of the City of Avahm, is hereby authorized to de- termine upon what streets angle park- ing shall be permitted and to indicate such places by the painting of white lines upon the surface of the roadway 1o indicate the proper angle for park- ing, provided that such lines shall not be placed upon, nor shall angle park- ing be permitted upon. an5" street where such parking would diminish the width of the roadway available for travel to less than twenty (20) feet.
