Friday, April 7, 2006 the CATAUNA USLANDER P~e5 I would like candidates' discussion crime issues in Avalon. the candidates identified of a uniformed presence cent Avenue as a significan and some suggested using Harbor Patrol officers to patrol the area. Harbor Patrol officers are granted limited peace officer status under Section 830.33 of the Penal Code, empowering them to enforce the law for the purpose of performing their primary duty. This means that Harbor Patrol officers are charged with enforcing the law in and about the properties owned, oper- ated or administered by the Harbor Department, not Crescent Avenue. While our Harbor Patrol offi- cers are the best at what they do, they are not police officers. There is a significant difference in the level of training and experience between Harbor Department offi- cers and Deputy Sheriffs, because we are doing two different jobs. Using Harbor Patrol officers to do a job for which they do not have adequate training or equipment is an inappropriate use of city resources and would subject the city and the officers to civil liabil- ity if an incident goes amiss. I instruct the deputies to spend about 20% of their shift on Crescent Avenue. This is reason- able for a community that has only one deputy on duty who must patrol the entire city. Nevertheless, most of the serious crime occurs elsewhere and as such, the deputy on duty is else- where much of the time. The deputies have done an excellent job in hold- ing down serious crime in Avalon, in spite of a significant population increase over the years.
