From page 2 you're one of that small percentage of voters that turns out for elec- tions, you can choose--more or less who you want in office. Until 1781, however, these things were pretty much unheard of around the world. Oh, I know the Greeks had a form of democ- racy and the Iroquois did as well. Even the pirates of the Caribbean had a crude ship-based form of de- mocracy long before we did. But it really wasn't until 1781 when the United States Constitution was ratified that it all gelled into a document that, at least theoretically, granted these rights to the indi- vidual and provided for the revolutionary con- cept of separation of powers. Even women and African-Americans, initially excluded from democracy, eventually won the right to partici- pate because the Constitution said they could. It was no longer up to men, it was up to laws. So it was in this tiny (I was amazed at how small it was in- side the Hall) old Pennsylvania statehouse that 13 representatives from the 13 colonies argued and debated and ate lunch and argued some more and tried to figure out what they were going to do about this King George chap. As our tour guide pointed out, when they finally declared inde- pendence on July 2, 1776, (not ac- tually the 4th) they weren't exactly jumping with joy. They knew they were faced with the enor- mous-and quite possibly impos- sibt~--~task of defeating the'most humongous empire on earth and thus began the American Revolu- tion. I won't spoil the ending for Pat's. The classic Philly chees- .... esteak sandwich is composed of steak slices on a hoagie-style roll slathered with Cheez Whiz (the best!), and onions if you want them. I did my homework ahead of time and learned that the proper way to order one of these delights is by using as few words as pos- sible so you don't waste the man's time. "One Whiz with" I said, denoting I wanted one sandwich, with Cheez Whiz and with onions. Saying "one Whiz without," for example, gets you no onions. Say- ing "one provolone with," for example...well, you get the idea. There's some dispute about who actually invent- ed the sandwich--Pat or Geno--and for years the two have waged a good- natured fight to claim sov- ereignty. To make sure I Jim WaL n was being as fair as pos- Columnist sible, I had to either de- cide which one of the two establishments to eat at or I had to eat two sandwiches. So I flipped a Philadelphia subway token and Geno's won. I ate my prize at a standing table with doz- ens of other folks, all of us dripping cheesesteak sandwich juice onto the hallowed grounds of Geno's. After four days in Philadelphia, it was time to continue my eastward trek. I rode the bus out to the Tioga Shipyard in the northeast section yOU. Eats Culinary adventures are always a big part of traveling and no trip to Philadelphia is complete without trying out the Philly cheese steak sandwich. Better yet, go back to the egg and get one of these all- American wonders at either Pat's King of Steaks or Geno's Steaks, directly across the street from of town, bought as many sweets and comfort food sat a Wawa store as I could carry, attacked in at the gangway of the Rickmers Singa- pore and was promptly taken to my cabin on "C" deck. That night, I had my first meal on board--fried fish, potatoes and Camembert on German rye. I then made my way back to my cabin and hit the sack. It was about 3 a.m. that I felt the first nudge of the capable tugs of McAllister Towing & Transporta- tion Company, Philadelphia, PA, on our outboard side. The ship's 15,875 kilowatt Man B&W engine started spinning our single prop, churning up the coffee and cream waters of the Delaware River and we were pulled gently away from our berthing. By 4 a.m., we were slipping past the darkened streets of Port Richmond, Fishtown and North- ern Liberties. Away into the night slipped Independence Hall and the neighborhoods of South Philly: Society Hill, Queen Village, Pennsport. Somewhere in there was the neon-blazed faqade of Ge- no's, still churning out cheesesteak sandwiches even at this hour. Soon, we had passed Camden, New Jersey, on our port side, Wilm- ington, Delaware, to starboard and by sunrise we were rounding Cape May and headed out into the vast and trackless North Atlantic.
